OFSA 2 refers to the second stage of the Optimised Driving School Training reform proposed by Germany's federal transport ministry. Status, scope, and timing vary by source — no binding nationwide date is set as of this writing.

OFSA 2 — Optimierte Fahrschulausbildung Stufe 2 — is the follow-on to OFSA 1, intended to restructure German driver training around competency-based learning objectives. As of the date of this entry, draft concepts and pilot phases are in preparation across several federal states; a binding nationwide effective date and the exact mandatory scope are not finally set, to the best of our knowledge.
